If the whining is taking place in a more random manner, then you might have a harder time trying to come up with a solution. Always make sure your dog has proper hygiene though.

But hey, everyone and everything has their own mood and maybe your dog is just in one of its moods. That could certainly be one of the possibilities. One of the most common reasons the dog is whining is because it wants food, and it wants it now. You should try to stay clear of feeding your dog from the dinner table because this is going to set a bad precedent.
